27/11/06 - CSCI appoints new Business Director for Quality, Performance and Methods

The Commission for Social Care Inspection (CSCI) has announced that John Fraser has been appointed to the post of Director of Quality, Performance and Methods (QPM).

This follows the announcement that Jonathan Phillips will become Director of Adult Social Services at Calderdale Council.

Commenting on the appointment, CSCI Chair Dame Denise Platt said: “I am delighted that John Fraser will take on this key role.

“Having worked with him for some years at the Social Services Inspectorate as well as at CSCI, I know that John is really committed to the work we do, and particularly to putting people who use services at the centre of it.

“John has done an excellent job as Regional Director for the North East, and has the right experience to lead the next phase of our work in QPM.

“He understands that getting the methods right is key to making a real difference.”

A qualified social worker, John has over 30 years’ experience of practice, management, policy development and inspection.

He has extensive knowledge and experience of inspection and performance assessment systems and practice.

John has a special interest in services for people with learning disabilities and is a member of the Government's learning disability taskforce.

John Fraser said: “I am delighted to be appointed Business Director for QPM. My predecessor Jonathan Phillips leaves a strong legacy of modernising inspection and regulation, and this will continue as we implement the next phase of “Inspecting for Better Lives”.

“In the coming months we will shape a new framework for assessing the performance of councils, consistent with the aspirations of the health and local government white papers.

“We will improve the quality of our methods, processes and practice.

“And we will ensure that our focus remains on making a positive difference to the lives of people who use services and their carers.”
