29/11/05 - Commission develops straightforward statements that put people before inputs

The Commission for Social Care Inspection (CSCI) has developed a set of straightforward statements to describe what adults want and aspire to in their lives. The statements aim to help local authorities and providers of social care services focus on outcomes from a person's viewpoint, rather than a social care perspective.

The list of personal outcomes includes statements such as "I am central to all decisions about my life", "I have privacy when I need it" and "I am not exploited, abused and bullied". The development work drew on a wide range of academic work, Government strategies and, most importantly, the experience of people who actually use social care.

Jonathan Phillips, CSCI's Business Director, Quality, Performance and Methods said:

"People who use services often comment on the importance of judging and designing social care services using outcomes, not inputs. An input would be "is the security good enough?", whereas an outcome is "I feel safe"."

The statements have been provided to the Department of Health as an addition to the Commission's response to the consultation on Independence, Well-Being and Choice in adult social care.
